Tap “Turn On Screen Time".
Tap "Continue".
Select "This Is My Child's iPhone.".
Next, you can set up rules for Downtime, App Limits, and Content & Privacy or tap Not Now to set up later.
Tap Use Screen Time Passcode, enter a passcode, and re-enter it to confirm.
Enter your Apple ID and password to serve as a credential when you need to reset the Screen Time passcode.

Parents can not provide a guide to their kids whenever they make the purchase. Luckily, with Apple's Screen Time, parents can now restrict the purchases.

Go to Setting > Screen Time > Content & Privacy Restrictions,
Tap iTunes & App Store Purchases.
Tap In-app Purchases and choose Not to Allow to block kids from making in-app purchases.
Parents can also block kids from installing or deleting apps from their devices.
